Speed limits, the new 2026 fines, seat belts, phones, alcohol, cameras and what to do if a mountain pass is closed. What to know before driving in Georgia.
Georgia drives on the right, and the rules are similar to those in Europe. The speed limit is 60 km/h in towns, 90 km/h outside them and 110 km/h on motorways. There are many cameras, and since June 2026 speeding fines are 50, 100 or 300 GEL depending on how far over the limit you were.
Speed limits
- 20 km/h in residential zones.
- 60 km/h in towns and villages.
- 90 km/h outside built-up areas.
- 110 km/h on motorways.
These are the general limits for cars. Road signs on a given section come first: on mountain roads and near schools the limit is often lower.
Speeding fines
Since 26 June 2026 the fines are:
- 15–30 km/h over the limit: 50 GEL;
- 30–50 km/h over: 100 GEL;
- more than 50 km/h over: 300 GEL.
Fines are higher if speeding causes an emergency or an injury. You may still find figures from spring 2026 online, when fines were raised for a short time. They no longer apply.
Seat belts, phones and children
- Seat belt: 50 GEL fine. Everyone should buckle up, including rear passengers.
- Phone without hands-free: 50 GEL fine. You may only talk if both hands stay on the wheel.
- Children under 12 may not sit in the front seat.
- Children under 3 travel in the back in a child seat.
Headlights
You don't have to drive with headlights on during the day. In tunnels, however, dipped or main beam is compulsory. The Tbilisi to Batumi road has more than fifty tunnels on the new Rikoti Pass section, so it is easier to keep your lights on.
Alcohol
The legal alcohol limit in Georgia is very low and drink-driving is punished severely. The simple rule: if you drink, don't drive.
Cameras
About 10,000 police cameras operate across the country, and average speed is measured on almost 700 road sections. A camera can record speeding between two points, not only where you pass it.
How to check and pay a fine
- Check fines by plate number on the patrol police website police.ge.
- Pay online through banking services, at payment terminals or at a bank.
- Camera fines go to the car's owner, which is the rental company. How they are paid during a rental is set out in the contract.
- Never pay a fine in cash to an officer on the road. Fines are not paid that way.
An unpaid fine can be a reason to refuse you entry to Georgia next time, so it is better to pay it straight away.
Mountain roads in winter: Gudauri and Kazbegi
The road to Gudauri and Stepantsminda (Kazbegi) crosses a mountain pass. In heavy snow and blizzards the Roads Department closes the Gudauri to Kobi section to all traffic, sometimes for a few hours, sometimes for longer. The new Kvesheti to Kobi tunnel, meant to solve this, is not open yet; the opening is planned for 2028.
Before driving into the mountains:
- check Roads Department announcements and news about pass closures;
- on some sections snow chains may be required by announcement;
- set off with a full tank and plenty of time.
In winter all our cars run on winter tyres. If something happens on the road, call us: roadside assistance works 24/7 anywhere in Georgia.
Quick checklist
- 60 in towns, 90 outside, 110 on motorways.
- Seat belts for everyone, phone only hands-free.
- Headlights on in tunnels.
- Don't drive after drinking.
- In winter, check that the pass is open.
